The Odisha government has identified nearly 5,500 acres of land in and around Bhubaneswar to accelerate the development of information technology infrastructure, including IT parks, towers, and electronic manufacturing units under the public-private partnership (PPP) model.

According to reports by The New Indian Express, the move comes after the government took note of longstanding hurdles of land availability that had slowed down investments, despite strong interest from several IT and semiconductor firms to establish operations in the state.
Major Land Parcels Identified
Mundali (980 acres)
Kuaput Hills and Haldipada (1,694 acres)
Aranga (1,504 acres)
Aragul (874.5 acres)
near XIM University Square (441.5 acres).
According to the current plans, once completed, the government will offer these land parcels at special prices to reputed IT, ITeS, and electronic system design and manufacturing (ESDM) companies setting up large-scale facilities.
Broader urban expansion plans
The land earmarking reports come mere days after the government announced the development of a ‘New Bhubaneswar City’ project.
The Housing and Urban Development Department recently confirmed that a Detailed Project Report (DPR) is being prepared by the Singapore government for the 800-acre township across Mallipada, Daspur, Andharua, and Gothapatna.
Modelled on Gujarat’s Dholera GIFT City, the new cluster will feature IT parks, residential zones, commercial hubs, medical facilities, and eco-friendly infrastructure. The masterplan, expected within two months, will also prioritise drainage, sewage, and water systems before land allotment begins.
